Two individuals from Ottawa arrested at the Port of Entry in Massena after routine border inspection uncovers narcotics and drug paraphernalia thanks to federal and state partnership

Massena, New York – State Police arrested two individuals at the Port of Entry in Massena on March 8, 2025, after a routine border inspection led to the discovery of narcotics and drug paraphernalia. The two suspects, both from Ottawa, were taken into custody following an investigation by law enforcement officers.
Authorities identified the suspects as 28-year-old Logan Mackenzie Dyer-Charleboise and 28-year-old Alexander J. Herbert. According to officials, the arrests followed a secondary inspection conducted by U.S. Customs and Border Protection (CBP) agents, during which controlled substances were found in their possession. State Police were called to the scene around 4:13 p.m. and took over the case.
Dyer-Charleboise was charged with three counts of criminal possession of a controlled substance in the seventh degree. Following processing at the State Police barracks in Massena, he was released with an appearance ticket requiring him to return to the Town of Massena Court later in March.
Meanwhile, Herbert faced a more extensive list of charges, including two counts of criminal possession of a controlled substance in the third degree, two counts of criminal possession of a narcotic drug in the fourth degree, one count of criminal use of drug paraphernalia, and one count of criminal possession of a controlled substance in the seventh degree.
After being transported to SP Massena for processing, Herbert was arraigned in the Town of Massena Court. Despite the severity of the charges, he was released on his own recognizance. However, his legal troubles did not end there. Following his court appearance, authorities transferred Herbert to the custody of U.S. Customs and Border Protection for further investigation. Officials have not disclosed the full details of what prompted the additional federal involvement.
The arrests underscore the vigilance of law enforcement at the U.S.-Canada border and the collaborative efforts between state and federal agencies to prevent drug-related crimes. As the case moves forward, both suspects are expected to face legal proceedings in New York. It remains unclear whether further charges will be pursued at the federal level.
