OSI opens probe after Oswego County deputy fatally shoots man during confrontation involving metal object and injured state trooper in Constantia

This investigation follows a distressing incident that occurred on March 21, 2025, involving law enforcement officers from the Oswego County Sheriff’s Office (OCSO) and the New York State Police (NYSP).
The sequence of events began on the afternoon of March 21 when both the OCSO and the NYSP were dispatched to a residence in the Town of Constantia for a welfare check. The officers were also tasked with serving an order of protection to Mr. Dignean. According to initial reports, the situation escalated into a physical confrontation during which Mr. Dignean reportedly swung a metal object, striking a NYSP trooper in the head.
In the heat of the altercation, an OCSO deputy discharged his service weapon, resulting in Mr. Dignean being critically injured. He was promptly transported to a local hospital, where he was later pronounced dead.
