New York – New York’s Attorney General, Letitia James, has expressed strong opposition following the Trump administration’s decision to halt Title X funding for healthcare providers offering reproductive health services. This announcement, delivered directly to the providers, has stirred significant concern among those who advocate for comprehensive reproductive health care.

Title X, a cornerstone federal program since 1970, has been instrumental in offering a range of services including family planning and reproductive health care, especially to low-income Americans. The services under this funding include vital health screenings for breast and cervical cancer, pregnancy tests, and access to affordable birth control methods. The cessation of these funds is anticipated to have a widespread impact on numerous communities across the country, particularly affecting low-income, rural, and minority populations who rely heavily on these subsidized health services.

“Cutting funding for health care providers that offer reproductive care to millions of people across the country is cruel and shameful. Americans from low-income, rural, and minority communities rely on health care facilities that receive Title X funding for cancer screenings, affordable birth control, and so much more. Reproductive health care is a right. Every individual should be able to access this care without obstacles,” AG James said.

This isn’t the first time Attorney General James has taken a stand on issues surrounding reproductive rights. Over the past year, she has been at the forefront of several key legal battles aimed at protecting these services. In March 2025, James successfully won a lawsuit against the anti-abortion group Red Rose Rescue after they invaded clinics and obstructed care. She has also been proactive on the national stage, filing multiple amicus briefs aimed at preserving access to emergency abortion services and defending Medicaid recipients’ rights to select their reproductive health providers, including facilities like Planned Parenthood.

Further demonstrating her commitment, in October 2024, James and a group of attorneys general supported the continued access to the abortion medication mifepristone. Earlier in the year, she took legal action against another anti-abortion group and several crisis pregnancy centers that were promoting scientifically dubious abortion reversal treatments. Moreover, she led a coalition urging Congress to enhance accessibility to reproductive health services through the proposed Access to Family Building Act.

Attorney General James’s actions and responses to the federal government’s funding cuts underline a continuing struggle over reproductive rights and healthcare access in the United States. As this issue evolves, James appears poised to remain a key figure in advocating for the health rights of all Americans, particularly those most vulnerable.
